Community Development Block Grant

Annual competition for water, sewer, public facilities and housing.

What it funds

  • Water and sewer line replacement, and extension.
  • Public facilities such as local health centers and Head Start buildings.
  • Housing improvement projects.

Every project must substantially benefit low- and moderate-income persons. That test, not the type of work, is what determines eligibility.

Who can apply

  • Units of general local government, meaning cities and counties that are non-entitlement communities.
  • Metropolitan cities and urban counties are excluded, along with any government eligible to participate in HUD's entitlement programs. This is the state's program for non-entitlement communities. We can also assist with entitlement CDBG applications and administration.
  • One application per local government per year, whether submitted alone or jointly.
  • A government that wins in the regular competition cannot compete in the next year's regular competition. Employment Incentive Program, Redevelopment Fund and Immediate Threat and Danger awards do not carry that restriction.
  • Both of those limits carry an exception. Communities holding PlanFirst, WaterFirst, a Redevelopment Area Strategy or qualifying GICH status may apply every year.

What you'll need to match

  • No match on grants up to $300,000, or on single-activity housing projects.
  • 5% local match from $300,001 to $750,000.
  • 10% from $750,001 to $1,000,000.
  • 15% above $1,000,000.

Award ceilings are $1,000,000 for a single-activity application and $1,250,000 for multi-activity.

How it works

  • Professional services including grant writers and administrators as well as engineers must be procured following the State CDBG procurement process 24 CFR § 570.489(g).
  • DCA runs one competitive round per program year with a published deadline.
  • Applications are scored, and awards go to applicants showing the greatest need measured by poverty and per capita income, whose projects most adequately address low- and moderate-income needs and deliver the greatest impact.
  • Applications are submitted through DCA's online grant system.

Is this you?

You are a smaller city or county with a failing water or sewer system, a needed public facility, or substandard housing in a definable area, and you can show the beneficiaries are majority low- and moderate-income.
