Employment Incentive Program

What it funds

• Public infrastructure needed to make a job-creating project viable.
• Funds for local governments or authorities that assist for-profit companies where private financing alone cannot close the gap.

EIP exists for the case where a company would create jobs but the infrastructure is not there and conventional financing will not cover it.

Who can apply

• Units of general local government that are non-entitlement communities.
• Receiving an EIP award does not disqualify a government from the regular annual competition, and vice versa.
• The project must create or retain jobs, at least 51% of which go to low- and moderate-income persons.

What you'll need to match

• No fixed match schedule. EIP is evaluated on the strength of the project and the private investment behind it.
• Awards are capped at $1,000,000.

Because EIP is a CDBG set-aside, the same federal rules on procurement, environmental review and labor standards apply once an award is made.

How it works

• Professional services including grant writers and administrators as well as engineers must be procured following the State CDBG procurement process 24 CFR § 570.489(g).
• EIP runs on a rolling, expedient funding cycle rather than a single annual deadline, so it can move at the speed of a business decision.
• Projects showing greater job security, better working conditions, job training, workplace skill building, advancement opportunities and benefits receive the strongest consideration.
